Ramsey County files lawsuit seeking to keep rival gangs from gathering at Minnesota State Fair



A lawsuit filed Friday in Ramsey County seeks to prevent the members of two rival gangs from gathering at the Minnesota State Fair.

The lawsuit, filed by Ramsey County Attorney John Choi and Attorney General Keith Ellison, connects the “Ville” and “Muddy” gangs to multiple fights, assaults and shootings at the State Fair and around the Twin Cities in the last several years.

Nearly two weeks ago, an alleged Ville gang member posted about the 2026 State Fair on social media, promoting “the biggest battle of the summer” at the fair on Aug. 29, with individual Ville and Muddy gang members listed, according to court filings.

Friday’s lawsuit asks the court to bar members of either gang from “associating, standing, sitting, walking, driving, bicycling, gathering or appearing” at the State Fair with other Ville or Muddy gang members.

Allegations against gang members

Court records say a fight between the two gangs at the State Fair in 2025 ended with “panic” near the Midway. A video from the fair last year allegedly shows Ville gang members “taunting rival gang members” before another fight.

“The kind of violence that at a setting like the state fair, the danger is not only to the people being targeted by someone who’s shooting or wielding a knife, but those who are around them,” explains Mark Osler, a law professor at the University of St. Thomas.

Ville gang members have also been connected to the shooting near Grand Casino Arena in May, and both gangs are tied to a shooting at the Burnsville High School graduation ceremony in 2025, the lawsuit alleges.

Court filings go on to say Muddy gang members were stopped at a Somali Independence Day festival last year for allegedly carrying handguns with extended magazines.

The lawsuit also notes a shooting by an alleged Muddy gang member against gang rivals on the last day of the 2024 State Fair, just outside the State Fairgrounds perimeter.

Officials are asking the judge to prohibit Ville and Muddy gang members from associating and “confronting, intimidating, annoying, harassing, threatening, challenging, provoking, assaulting or battering any person” known to be a victim of or have complained about either gang.

“That’s what the order allows for, you know, it’s for that person to then be excluded from that area if they’ve entered it,” Osler said. “We have to hope that pre-emptive measures will work so that there won’t have to be a reaction to violence at the state fair.”



Legal standing

The lawsuit cites two Minnesota statutes as giving the county authority to enforce this lawsuit.

Minnesota Statute Section 617.94 says that if a court finds evidence that a gang has been a public nuisance, it can issue an order with “reasonable requirements” to stop members from engaging in future gang activities, limit their opportunity for interaction and gang activity, and prevent the use of a place for gang activity.

However, even if a judge does that, it’s unclear exactly how local officials would enforce it.

The Ramsey County Attorney’s Office says the statute aimed at protecting major community gatherings was created by Minnesota lawmakers in 2007 and was used in 2009 and 2015.

Ramsey County Attorney John Choi and Minnesota Attorney General Keith Ellison released a joint statement Friday afternoon, saying:

“The evidence filed in our civil cases against two separate gangs is overwhelming as it relates to the concerning level of retaliatory and predatory violence and most specifically the alarming escalation of threats and settling of scores planned to take place at the Minnesota State Fair. We cannot tolerate such a possibility, and it is our responsibility to intervene and prevent it without fear or favor. While these civil lawsuits are an important step to disrupting the alleged plans for violent confrontations, we are working with our community and law enforcement partners to fund and develop more robust violence intervention strategies before and after the Minnesota State Fair.”



Sheriff Fletcher stresses the State Fair is still a safe place to visit

“The ten respondents collectively have been arrested numerous times for over 40 charges ranging from possession of a machine gun, assaults with a firearm, aggravated robberies and threats of violence,” Fletcher said in his statement. “Muddy and Ville gang members continue to threaten to disrupt the Minnesota State Fair and the Sheriff’s Office is taking numerous steps to make sure that does not happen.”

The sheriff says the injunction is only one of many steps the sheriff’s office is taking to ensure the millions of visitors the fair is expected to see over 12 days have a fun and safe time. He also stressed that the State Fair remains safe for all visitors and that attendees are in one of the safest places in Minnesota.

“The State Fair is one of the safest places in Minnesota,” Fletcher said in a statement. “For 12 days, the fair is the third largest city in our state and one of the safest. These injunctions are one tool in our toolbox to ensure Minnesotans have a safe and fun-filled State Fair.”

Ramsey County sheriff comments on Somali gangs

Sheriff Fletcher drew mixed reaction from the public last month when he posted a 20-minute live video surrounded by gang investigators and a Somali community leader to address what he feels is an issue that needs urgent solutions: Somali gang violence.

Some community members, including Minneapolis City Council Vice President Jamal Osman, expressed concern about the wording of Sheriff Fletcher’s message.

The sheriff’s office said investigators connected more than 100 shootings and many homicides over the last two years to Somali gangs. 5 EYEWITNESS NEWS confirmed there are 300 members in the 12 Somali gangs they are investigating.
