I don’t believe that because - in my experience - the left seems much more inclined to lie about things than the right. Comes from this feeling of self-righteousness and being on the “right side of history” (and even moreso from thinking you’re at the “cool kid’s table”). Also from knowing the media always “has your back”, lying or not.
That said, I remember when I lived in Germany, there was a guy who sued the government regarding marriage laws, and he had stats showing that marriage between first cousins presented a minor danger, much less than between other groups where it was allowed. Claimed it was a religious (Christian”) relic. Pointed - of course - to the royals. Had some valid points.

My inclination is to say yes, he could still sit down and read the language of a bill and formulate his response because aphasia does not affect cognition. His intelligence is not limited, it's just his ability to communicate that is affected. The alternative is to elect a quack doctor from a different state so I would go with the guy having trouble speaking.
